I have created a custom action on alt F8 to do this. There is a function in REAPER to expand a MIDI item by channel ID to create new items with the same channel IDs. Some of the operations create new channel assignments. When you quit the program, the MIDI file is updated and control is returned to REAPER.

Select “Tool” from the main menu and further select the operation required. Wait until the MIDI item is “offline” before proceeding. The program MTOOL.exe is started and a message is shown with the MIDI file to be edited. When you need to invoke the editor, right click a MIDI item in REAPER and select the editor from the pop up menu. Specify mid as the extension and browse to the MTOOL.exe program. Go to the External Editors section and click on the Add button to add a new editor. Place the program in a suitable folder, click on Options // Preferences to bring up the preferences dialog. It is quite easy to link the external editor program into REAPER. The tool operates on the MIDI file and updates it with new edits. It takes a MIDI filename as a start up parameter. The program is MTOOL.exe and can be downloaded from my downloads page. I wrote it with a familiar programming language so I can easily add extra functions when necessary. I developed a MIDI editor program that can do various operations on a MIDI item. Every so often I have to do a repetitive task and I look at ways of automating it. I have several different workflows when approaching composing in REAPER.
